Someone producing CFCs on the sly?

Apparently this is the evidence:

Concentration of CFC-11 in the Northern (red) and Southern (blue) Hemispheres compared to projected decline (gray lines).


At first I thought that doesn't look so bad, until I realized that the y-axis doesn't go to zero. It's a visually misleading graph.

Maybe the "projected" decline wasn't ever realistic?

I would be dumbfounded to discover there isn't a huge black market for CFC. Take R12 for example, the stuff most refrigerators used to use. In 1975 is was about a dollar a pound.
